File extension qcn is used for some sort of drive backup file created using the Qualcomm QPST utility.
QCN file contains the IMEI (International Mobile Equipment Identity) number, radio settings, and other system configuration data for devices powered by Qualcomm chips. This file is used to restore or repair a device's network settings, in case they get corrupted or wiped out. In other words, a QCN file is a backup of a device's network settings, which can be restored using Qualcomm's QPST software.
Qualcomm Product Support Tools is software package used for phones based on Qualcomm chips: UMTS-based phones EF81, SXG75, SFG75, E81 and other (EF82, SL91, etc.).
Use Qualcomm QPST to import / export *.qcn drive backups.
Conversion to other formats is not possible.
