File extension vef is nowadays mostly known to be associated with a special backup file generated with contacts backup function on certain HTC devices.
It appears to be a variant of password protected VCF file that is saved on memory card.
Apparently, these files can be imported/synced with Google if you use the HTC desktop software.
It seems that you can recover these files only in the original device, but you also need to know the password.
A direct conversion seems unlikely, you would have to first decrypt the files.

The vef file extension is associated with visual effects files in Infinite Game Engine by Bioware.
This engine was used in Baldur's Gate and Icewind Dale series and also Planescape: Torment.
You cannot manually access this file type, you would need some development tools for Infinity Game Engine.
