There exist vast number of both DBF and ADF files, so one can never know if some of them can be converted between each another. However, ESRI software uses both DBF and ADF file types, so it is likely that there might be some way how ArcView or similar software can converted them.
Unfortunately, there is no detailed software record in the database for this conversion.
