If you need to, you can repack debian archives (.deb) as RAR archives if you really need to, considering that both are compressed archives. You can do it with 7-zip or similar software, but this will just change the compression method. Debian files otherwise cannot be used on Windows and rarely contain just file archives. These are typically app packages, so deb to rar convesion does not make much sense in first place.
