dng to cube conversion is not really a file conversion per se but describes the export of LUT color grading packs (.cube) based on digital negative (.dng) files.
It is unlikely that you can do this with the help of some utility or converter, but you can create your own LUT files with Adobe Photoshop. This topic is covered on YouTube as well as on websites that are centered on digital photography.
