AutoCAD's preview caches are generated automatically, so it is unlikely some kind of dwfx to cdc conversion is possible. We have found no mentions of such export, so if you need to help with some particular problem or have issues with .cdc files, it would be best to contact AutoCAD support.

Usually this happens when the conversion would try to convert different types of data between each other, such as audio to image, or it is not possible because incompatibility between programs, caused by closed file formats, very limited support etc.
