Check out some options how mp4 files might be converted to sb3 format.
mp4 to sb3 conversion is probably searched by users that want to recover / import back previously exported Scratch files. In the case of MP4 files, this was most likely previous export to SWF content further converted to MP4. Unfortunately, the reverse is not doable, not with Scratch, nor with any other converter.

Usually this happens when the conversion would try to convert different types of data between each other, such as audio to image, or it can't be done because incompatibility between programs, caused by closed file formats, very limited support or by other problems.

Files with sb3 extension can be pretty much always found as projects from the Scratch 3.0 development tool.
