Although both .mxl and .prfpset files exist is very likely that mxl to prfpset conversion is actually typo for xml to prfpset conversion, i.e. attempts to create custom presets for Adobe Premiere based on XML files.
MXL format is best known for music notations in compressed MusicXML format, which is not really something you can use in Adobe Premiere.
