PRFPSET format is used in Adobe Premiere video editing tool for saved presets and as it's common nowadays, these files are XML based in their structure.

We do not have any information about any direct xml to prfpset conversion or a way how to create .prfpset files manually based on XML files. Not saying it's impossible, just that this requires particular knowledge. If you have downloaded .xml presets from the Internet, you might try to rename the suffix, but this most likely won't work.
