Dozens of different prt file types exists so it is a bit difficult to give precise answer about potential or useful prt to gif conversion.
Judging based on the file types, it is certainly export of graphics content to GIF format, most likely from one of the formats that contain graphics or that can be visualized into graphics.
In case of CAD parts (various PRT formats), you can often export these to standard graphics formats for preview purposes, but you have to first determine the origin of your .prt file. Once you know the nature of your part file, it should not be difficult to find a tool that can visualize it and export the preview.
But otherwise we do not have any information about any particular way how to export or convert prt to gif.
