Check out some options how sb3 files might be converted to py format.
sb3 to py conversion is probably searched by users that for some reason would want to get their Scratch project (.sb3) exported or compiled as Python app. To our knowledge no such converter exists and Scratch doesn't offer export to Python, so until someone makes such converter this is simply not doable.
