SMI video subtitles are already saved in a text file, so there is no reason to convert it to that, unless you are searching for a way that removes all the syntax from the file and leaves just lines of text. That can be probably done with various subtitle editors if you need it, but it is unlikely some tool designed just for the purpose of smi to txt conversion exists.
