You can certainly convert step to par, i.e. import 3D models in STEP format (.stp, .step) to Solid Edge and produce a new CAD part from it (.par). It might be possible that other 3D modeling tools may also be used for step to par conversion, but it's usually best to use software which natively uses .par files.
