wmf to vsd conversion represents the use of graphics assets in Windows Metafile format (.wmf) for making new Visio diagrams, or content that can be exported to Visio.
For example SmartDraw can use WMF graphics and turn them either to the default .sdr file or export/send it to Visio. But of course many graphics files can be imported to Visio as well, it's just that the latest versions of Visio use .vsdx files instead.
