xla to xlsm conversion is doable in a sense, just not as a file conversion for Excel files. What you can do is install the .xla adding to Excel and use the features and functions it provides for new, or existing spreadsheet that can be then saved. In this particular case for for data sheets that contain macros.
XLA addings can be used only in Excel, so it's not like you really have any alternatives for this.

Files with xla extension are used by Xlib Window System protocol client library in the C programming language.
XLSM
Files with xlsm extension are used for workbooks of spreadsheets created in Microsoft Excel that also include macros, that enhance the functionality of the spreadsheet but some automation features. Other spreadsheets might open xlsm files as well, however they most likely wont be able to use the Excel specific formatting and macros.
