The appx files can be installed on the phone via the Market app.
Copy the xap file to an SD card (Windows Phone 8 and higher), open Market, and use the SD card option.
The APPX file format is also compatible with Microsoft Windows 10 and 11.
Use Windows 8, Windows 10 or 11 to open Microsoft AppX application package files.
There is no way how to convert *.appx files to other formats.
