The xap file extension is mainly related to app packages used to deploy apps on Windows Phone 7/8 devices. It is also the default file format for Silverlight apps.
The xap file stores Windows Phone application package in ZIP compression file format.
Content of the xap file:
Default development environment for Windows Phone apps is Microsoft Visual Studio.
The xap file can be simply installed to phone via Market app. Copy *.xap file to SD card (Windows Phone 8 and higher) open Market and use SD card option.
XAP format was replaced by APPX format in Microsoft Windows Phone 8.1, however older XAP apps can still be installed to 8.1 and 10 too.
As *.xap files are ZIP archives you can simply decompress them should you need it. Otherwise you can install the app from the package via Market app.
There probably is no way how XAP files could be converted to anything else.

File extension xap is also known to be used as XAC audio content making software. The .xap files are projects created with the Microsoft Cross-Platform Audio Creation Tool (XACT).
It is saved in a text format and contains the intermediate form of the information produced by XACT. It includes complete descriptions of wave banks (.xwb files), sound banks (.xsb files), and global settings (.xgs files) or similar.
XAP files can be opened and viewed in a text editor, but they should not be edited manually.
Projects can be typically exported to some kind of output formats.

The xap file extension seems to also be the Xbox 360 video gaming console from Microsoft and used for some kind of script that was part of the original operating system.
Unfortunately, we couldn't find more information and it may be possible that this file type is no longer used. But it looks like that this file type is not related to later Silverlight or XACT packages.
It looks like such *.xap file can only work in Xbox 360 video console. But it may be possible that this file type was only used in some initial version of Xbox 360 operating system.
A conversion for this type of *.xap seems unlikely.
