The arj file extension is used for the native archive format of the ARJ archiver program, a tool for creating compressed file archives. Robert K. Jung invented it. ARJ stands for Archived by Robert Jung.
ARJ compresses files into a disk space-saving archive. It is fast, reliable, and features a rich set of capabilities, including support for Windows 9x, Millennium long file names, file version management, data damage protection, an ANSI escape sequence display handler, configurable command options, multiple volume archives (archives that span diskettes), and more.

Use ARJ to open *.arj archive files. However, it will be much more easier if you use any of the modern archiver programs, such as WinRAR or WinZip, which should be able to open the *.arj files.
The simple way, how to convert *.arj files to another compression or archive file format is to use ARJ or other archiver programs to decompress ARJ archive. The extracted files can be then compressed by some another compression utility to your chosen archive or compression file format.
