Files with as$ suffix seems to be found as old temporary files generated by Microsoft Word when a document was opened.

File extension as$ seems to be related to some earlier version of Microsoft Word, in which .as$ files were generated when a document was opened and edited - and not yet saved.
Most likely earlier variant of autorecover files (.asd) that are used in modern version of Word. It doesn't look like new Word can open these files.
Specific version of MS Word could auto-recover these files, but other than that, no other program can most lilkely access the data.
Temporary files are typically not meant to be converted to anything else and it is often also not possible at all.
