A bulk-003 file is the third part of a split, multi-volume archive created by BulkZip. It cannot normally be extracted by itself.
All parts of the archive are required to extract the stored files.

The bulk-003 file extension is associated with BulkZip, a compression utility for Microsoft Windows that uses its own compressed archive format.
A bulk-003 file contains the third volume of a multi-volume BULK archive.
To unpack the archive, place all of its split parts in the same directory and open the first volume in BulkZip. The program uses the remaining parts, including the bulk-003 file, to extract the archive contents.
A bulk-003 file is only one part of a split BulkZip archive. Place it with all the other parts of the archive in the same directory.
Open the first part in BulkZip on Microsoft Windows, then start the extraction. Opening bulk-003 directly is not normally sufficient.
A bulk-003 file cannot be usefully converted by itself because it is only one volume of a multi-volume archive. First use BulkZip to extract the complete archive with all parts present.
The extracted files can then be added to another archive format with a compatible compression utility.
