ROSE Online uses EFT files to store data for the effects displayed by the game. These files form part of the game's installed resources and are read by the client when required.
The format is associated with the Windows version of ROSE Online. An EFT file normally works together with the other files in the game's installation and is not intended to be edited as a standalone file.
It is not a general-purpose effects format.
Open the file through ROSE Online on Microsoft Windows. The game reads EFT files from its installation automatically; it normally does not provide a user-facing command for opening them individually.
A general-purpose text or media editor is unlikely to display the file correctly. Do not move or rename EFT files in the game installation unless the client documentation specifically permits it.
EFT files are specific to ROSE Online and do not have a useful standard conversion to another format. The game does not normally provide an export function for these resources.
To use the effects in another game or application, the resources would need to be recreated or processed with tools that specifically support the relevant ROSE Online client; changing the file extension alone will not convert the data.
