Descent 3 was developed by Outrage Entertainment for Microsoft Windows. The game uses OGF files for graphic rows in its game resources.
An OGF file is a game asset read by Descent 3 as part of its graphics data. It is intended to work with the other files in the game's installation or resource set, not as an independently edited document.
On Microsoft Windows, Descent 3 should be able to read an OGF file when it is located in the correct game data set. Open or use the file through the game rather than double-clicking it as an image.
OGF files are game resource files, so they cannot normally be converted meaningfully with standard image converters.
Keep the file in its original Descent 3 data set if the game requires it. Converting it to another image format may require a compatible Descent 3 resource tool, and the resulting image would no longer serve as the original game asset.
