The pxl file extension is associated with Microsoft Pocket Excel, part of Pocket Office for early Windows CE 1.0 smart phones.
The pxl files are basically xls workbook files created by the Pocket Version application, which is also able to save the pxl file into the xls.
Use Excel or any other spreadsheet that supports XLS format to open and work with the *.pxl files.
Some spreadsheet programs still support this file type and can import and re-save it some of the more recent document formats.

The PXL file extension is associated with PiXCL Imaging language. PiXCL language interpreter with over 800 commands and operations, which is used to test your application code as you develop it. For the purists, PiXCL is a strongly typed language with String, Integer, Integer64, Float and Double variable and 1D array data types, with the type implicit in the variable name. Memory is assigned only when a variable is first used, and in most cases, PiXCL takes care of memory deallocation ( AKA "garbage collection") automatically. The main exceptions are images in the PIXCL internal image list. All bitmaps that a PiXCL application loads or displays are intentionally stored in the process memory, until either the programmer tells the app to release it, or the application exits. Note that all the image processing functions are fast compiled code in DLLs.
PiXCLscript was an early variant of PiXCL Imaging language source file not supported yet.

The pxl file extension is probably used by TeX/LaTeX.
LaTeX is a document preparation system for high-quality typesetting. It is most often used for medium-to-large technical or scientific documents but it can be used for almost any form of publishing.
Probably not meant to be accessed by the user.
Probably cannot be converted to anything else.
