Gerber File is a file format used by printed circuit board manufacturing machines to layout electrical connections such as traces, vias, and pads (the component footprints on the PCB). In addition, the file contains information for drilling, and milling the completed circuit board.
The latest version (2014) of this format is covered under Extended Gerber, or RS-274X specification replacing the previously used RS-274-D. But the file extensions are still the same.
Most PCB design programs have a large support for various gerber formats, including .gbr files.
Gerber formats can be usually converted between various formats, so they can be used in another PCB software.

File extension gbr is also related to GIMP, a free bitmap graphic editor.
gbr file contains brush settings data usable in the program. These files can be created with the Save as Brush function in GIMP. The default location of these files in the brush folder in the main GIMP directory.
Use Gimp to work with the .gbr files. You can import them and use as special brushes.
GIMP supports export to several other graphics formats so that is most likely your best and only choice for any conversion for this GBR file type.
