The file extension part is commonly used for temporary files that contain partially downloaded packages or files from the internet.
Unless the download is finished, the partial file appears corrupted and usually cannot be accessed. After the download is finished, the partial filename is renamed from part file extension to its original extension.
These .part files are auto-generated by many download managers and web browsers, including Go!Zilla, Firefox internet browser, eMule Plus, eDonkey, FlashGet, or Free Download Manager.
If you, for some reason, have an unfinished partial download file caused by a crash, lost connection, etc, and you still wish to finish the download, you have to reinitiate the download using the original program.
Sometimes, you can try to rename the *.part file extension to the original extension name and open, play, or view the file with the appropriate software, but the file may be corrupted.
There is no way to transform .part files into other file formats.
