tmcpr files contain temporary replay data from the game. These are, for example found inside the .mcpr replay files, or as part of the .minecraft /replay_recordings folder.
tmcpr file contains the recorded data of the game session, including the player's actions, movements, and changes to the game world. This file is saved temporarily while the game is being recorded and is later converted into a final replay file that can be viewed and edited in the Replay Mod's replay viewer.
No direct way how to access or open these files exists.
No conversion is possible, but you can find mods that enable export of whole replays.
