The xsb file extension is used for XACT sound bank - collection of sounds and cues created with Microsoft XACT ( the Cross-Platform Audio Creation Tool). It is used for creating video game sounds and defining when they should be played in the game.
The .xsb file does not contain audio data, but instead references wave data stored in .xwb files. These are used by various video games, such as Gas Powered Games programs and are stored by default in the /Sounds directory.
Use XACT to open and work with *.xsb files.
Unfortunately, we do not know about converter capable of export / conversion of *.xsb files.

The xsb file extension is associated with the Sokoban++, a puzzle solving computer game for Microsoft Windows operating system.
The xsb file stores level data for the Sokoban++ computer game.
Probably *.xsb file is accessed by Sokoban++ level editor.
Probably cannot be converted to anything else.
