The pak file extension seems to once also have been used for some kind of package in CrazyTalk facial animation software. Perhaps originally meant as some kind of export format, however latest version does not seem to use this.
As far as we know, these packages can only be accessed using CrazyTalk and from what we could gather, only in some older version.
We do not know about any possible conversion for this particular *.pak file type, but perhaps it is just RAR/ZIP renamed to PAK.

The pak file extension is associated with Simutrans, a transportation simulator available for Microsoft Windows, macOS and Linux.
A pak file is a compiled Simutrans object file. It contains the data and graphics information that the game needs for one or more objects, while a complete pakset normally consists of many pak files.
Pak files are generated from Simutrans object definitions and image files with the game's Makeobj tool. The format remains in use by Simutrans paksets.
A pak file is not normally opened as a standalone document. Install Simutrans on Windows, macOS or Linux and place the file in the appropriate pakset directory. Simutrans loads it when that pakset is selected.
Use the pak file with the pakset and Simutrans version for which it was made, because individual object files are intended to work as part of the game's pakset system.
There is no general-purpose conversion that turns a Simutrans pak file into a common document or image format. It is a compiled game object file rather than an interchange document.
If the original object definition and image files are available, the object can be modified and rebuilt as a pak file with the Simutrans Makeobj tool. Without those source files, conversion is generally not practical.

PAK archives can be extracted by compatible archive programs such as ALZip, StuffIt, and WinZip.

Open the pak file from the archive program and choose its extract command to save the contained files.
A PAK archive normally has no useful direct conversion other than extraction. Extract its contents with Zlib or another compatible archive program, then create a new archive in the required format using an archive utility such as ALZip, StuffIt, or WinZip.
