File extension xxx seems to be also used to a ransomware labeled as "help_dcfile" that appeared in late September 2016.
This particular ransomware is executed through executable located at "C:\Program Files (x86)\wsW1u4.exe" which is put to autorun after the computer is booted.
Unfortunately, we do not know about any decrypter for this type of .xxx files this time.
Until some decrypter is released so you can decrypt this type of .xxx files, a conversion of any kind is simply not possible.

It also leaves instructions and ransom demands in a special text file "HELP_RESTORE_FILES.txt" file found in affected folders.
This particular version of TeslaCrypt was discovered in January 2016.
Note: Since May 2017 Extractor Ransomware also uses xxx extension for one of its variants.
