Dozens of different .bin file types exist, most of them are some kind of binary files, but rarely of specific content (such as audio or video). It looks like that bin to csv conversion is probably searched as export of data to structured text / spreadsheet which might only work for a specific type of .bin files.
The best thing you can try is to open your file using text editor (if it's not huge) and see if it's not some kind of XML/structure format. If that is the case you can try to import the file to Excel and see if that works. Other than that, you will probably need specific software for specific .bin file.
