Dozens of completely different .bin and .dst file types exists, so it's hard to give a precise answer about how to best achieve bin to dst conversion and which file types are actually eligible for such export.
Old Micrografx Designer for example used both of these files, and in this case the conversation would describe the process of making new template based on existing image. But it is likely that it's not what users are searching for nowadays.
Most DST files you encounter nowadays are embroidery designs for Tajima machines, but we do not know about any bin embroidery design format. If you are interested in making DST embroideries based on pictures, you have to use standard graphics format, preferably vector based graphics (SVG).
