Usually .cnt file is a part of Microsoft WinHelp project (.hpj file). As far as we know, it is not possible to convert it to HTML format without other project related files. At first the WinHelp project must be converted to Microsoft HTML help project (.hhp) and then exported HTML files in HTML Help Workshop.
