indl to pdf conversion is probably searched by users looking to export InDesign files to PDF, typically in case they do not have access to the software.
First of all, it's incredibly difficult, if not impossible to do this would InDesign. But more importantly, .indl files are not documents from InDesign, just data used by the software. You have to export INDD files via indd to pdf conversion.
