What is the best converter used for converting iso format to bif file format.

Although searched by many, iso to bif conversion is not possible, at least not in the sense of disk image conversion. BIF format sometimes used as descriptor for disk images, but does not contain the disk image itself, typically it's just a small text file.

You can generate new .bif files from existing ISO file with some of the (mostly outdated) disk image tools, but this is not really a file conversion.
