Both JAR and DMG formats are used to store content, so in this sense it is possible to repack the data, which is pretty much what jar to dmg conversion covers. But except for that, we have not found any particularly useful reasons for this to be done, so perhaps it is something really specific.

JAR

Files with jar extension are compressed archives, typically used for content in Java and distribution/installation purposes.

DMG

Files with dmg extension are almost always  disk images for Mac OS X (macOS). Replaced previously used IMG format, but work pretty much the same as standard ISO images.
