Both JAR and RPM formats are used for packages that store compressed data, albeit for completely different platforms. Repacking from one to another via jar to rpm conversion is certainly possible, but it does not turn the files suitable for installation packages on another platform, in case of jar to rpm from Java to Linux.
Nonetheless you can find migration solutions like the one provided by RedHat, that can be used to convert JAR installation package to RPM one. But that is typically not done on file per file basis, but as part of server maintenance.
