It is not possible to directly convert .m4a audio files to .m3u files, simply because these are playlists and not multimedia files. At best you can create playlists from your audio collection. This is doable in pretty much every multimedia editor or converter.

Usually this happens when the conversion would try to convert different types of data between each other, such as audio to image, or it is not possible because incompatibility between programs, caused by closed file formats, very limited support etc.
