The only m4a to mpc conversion that makes sense, is export of audio content between MPEG-4 (.m4a but often just mp4) and MusePack audio data files (.mpc).
Pretty much every audio editor and converter supports MP4 format, but the same cannot be said about MusePack's MPC format. Still, there should be enough software choices that can help you convert m4a to mpc or vice versa.
