It looks like that obj to dwg conversion is most likely related to a 3D model to 2D conversion, i.e. exporting a slice or some 2D view from a 3D model (.obj) and saving it as DWG graphics. Apparently, this can be done using lots of different 3D modeling tools or even some dedicated converters.

Files with obj extension can be found as common 3d objects saved using various 3D modeling and CAD modeling tools.
DWG
A dwg file extension is used for common CAD file format, originally used by AutoCAD. A DWG is a proprietary format and can only be created in AutoCAD. Other CAD programs can usually import it, but not create its proprietary form. It's because of this, that DWGs are often exported to DXF interchange format, so they can be seamlessly used in other CAD programs.
