It's actually possible to export .ete files (Exam Testing Engine) as PDF documents with PDF to ETE conversion tool, but unfortunately the opposite pdf to ete conversion is not possible.

We also didn't find any tool that can be used to create or generate .ete files from PDF documents, so it is likely these files must be generated from Exam Testing Engine and not as import.

Files with ete extension can also be found as old EpsilonTest document files.
