Possible software with support for converting of pdf files to rfa file format.
Considering that RFA format comes from Autodesk Revit, it is likely that pdf to rfa conversion is searched in the context of importing 3D PDF files to Revit, or attempts to directly convert the content.
3D PDFs are just visualization and not fully featured 3D models, so at best you will recover geometry or shapes. Revit offers 'import PDF' function that analyzes the content and tries convert it to a format usable with the software, but the results of such pdf to rfa conversion will of course wary.
It might be better to first export the content from PDF file to OBJ or similar simple exchange format and import that to Revit.
