You can easily export the text data from a PDF file using many available converters, or even simply by using copy and paste and saving it in Notepad. This works only for PDFs that are not locked in this way though.
Microsoft Word can also directly work with PDF documents since few years and this allows users to simply copy out the text from the document and save it as text file.
Of course various utilities for pdf to text conversion exists, but they are not really needed and not worth something you can do for free.
