Throughout the years, many different software used .pic file to store graphics content, so it's incredible difficult to determine which one you have, if you find some random file on your computer. Still, many picture viewers support large number of file types and these are your best shot at at least opening and viewing the graphics. The next step would to convert it to any available file type (for example bmp via pic to bmp conversion) which you can open in standard graphics editors and simply export it to any format you want from there.
