Find a software converter able to convert png files to step files.
It does not seem very likely that you can find some kind of utility capable of making 3D STEP files (.stp, .step) based on PNG picture, which is what png to step conversion represents.
But a skilled modeler can use a picture of 3D model and recreate the model and further refine it to a proper 3D model that can be then exported to STEP format. But that requires both skill and knowledge and access to a good 3D modeling tool-
