Too many different .shp files exist, but most are 'shape' files, typically vectors of curves or similar graphics elements so it is certainly possible that at least some of these shape files can be exported to PNG format, but that will just create raster graphics. You just have to figure out what type of .shp file you have exactly and use proper software to handle it.
