Files with file0locked suffix were affected and encrypted by the Evil ransomware that also changed the original suffix to this one.

File extension file0locked appears to be used by a ransomware labeled as "Evil". It encrypts users files and appends the suffix and tries to ransom the key from the affected users via e-mail.
Unfortunately, we do not know about any possible way to acceess or decrypt these files.
It is unlikely that you can convert files that were encrypted by Evil ransomware.
