The dxh file extension seems to be used by some experimental editor for House of the Dead 3 computer game.
With this "dzhViewer" utility, you are supposedly able to extract the graphics contents of HOTD 3 data files and then export them to a DXH file that is viewable in the program.
Sadly, it seems like the program is no longer available.

Use dzhViewer utility to view the contents of *.dxh files.
How to convert dxh file?
These games files cannot be converted to anything else. However, sometimes modding.
