File extension cdata is used for certain files that contain sound effects/voice data and are located inside the big of Command & Conquer 3, Red Alert 3 and possibly other strategy games from EA sharing the same game engine.
Note: CDATA also means character data, but this term is unrelated to this file type.
Unless some kind of modding tool exist to work with these files, there is no way to open them manually.
Unfortunately, we do not know about any converter for .cdata files.
