There is no way how you could convert Android installation package (.apk) to Windows 8 installation package (.appx). Some developers provide apps for multiple platforms, so just check if the Android one is also available for Windows Phone 8 or Windows 8 desktop.
You can also use some Android emulators, like Bluestack software and run Google Android applications in Microsoft Windows operating system.
Unfortunately, there is no detailed software record in the database for this conversion.

Usually this happens when the conversion would try to convert different types of data between each other, such as audio to image, or it can't be done because incompatibility between programs, caused by closed file formats, very limited support or by other problems.

Files with appx file extension are application installation packages for Windows 8 and Windows Phone 8 and newer operating systems. They are used to install new software.
