You can use CorelDraw! that is able to export its native CDR drawing format to JPEG file format as well as popular XnView digital images management and editing software.
In case you do not have CorelDraw! installed for an one-time conversion, there is always the option to download the trial version.
You can also try XnView if you can't install Corel apps on Windows. There are several versions of the CDR format and the results may vary.
Mark a cdr file in XnView explorer → press Ctrl+U shortcut → Select format to JPG - JPEG / JFIF → Click on Start button.
